Unlike in US where it takes four years to complete a degree Australian undergraduate degrees take only three years. Also, in Australia, a Ph.D. degree can be completed in three years, compared with four years in the US. The cost of living for international students, too, is significantly lower in Australia.
EDUCATION IN GERMANY
Consistency, patience, hard work and high-quality engineers and engineering goods are what Germany as a brand stands for an Indian. As a tribute to this very culture, a memorandum of understanding (MoU) was signed between the Max Planck Society (MPS) of Germany and the Department of Science and Technology, India recently during the visit of the German Chancellor, Mr. Gerhard Schroeder to India. Under this MoU 15 fellowships will be awarded to Indian scientists to pursue post-doctoral studies in about. 78 Max Planck Institutes (MPT) in Germany.
For 'anglophone' students such as those from India there are over 300 international degree programs, which offer mainly master's courses in addition to the bachelor's and Ph.D. programs. In Germany, the tuition fees are not charged, even for international students in most varsities, as they are publicly funded. The German Academic Exchange Service (DAAD) with its offices in New Delhi, Mumbai and Chennai offer scholarships to deserving students. As Europe is generally expensive, the living costs could amount to between Rs. 25,000 and Rs. 30,000 per month.
The technical university at Munich offers many dual-degrees, which can be procured even in Singapore. It offers those degrees jointly with the National University of Singapore. These include masters in financial mathematics and risk control; master's in intelligent transportation systems and one in industrial chemistry. GRE or GMAT scores are required in addition to TOEFL or IELTS for English.
The University of Bonn's Center for Development Research offers the international doctoral studies program in development research, for which Indians can apply.
The Berlin School of Economics, which is like a university of applied sciences or a polytechnic, has a multi-disciplinary approach to studies. The school's study is conducted in association with business and industrial partners at their faculty of company-linked programs. It's famous for its MBA, engineering and IT studies, apart from gender and environment studies. The school has courses in English at several levels.
Berlin's largest university called University of Applied Sciences offers all kinds of courses including Master's of Business Administration, Master's of International Management, courses in engineering and IT as well as design and arts. These courses are tailor-made for international students.
The Software Applications in Data Processing (SAP) headquarters, near Heidelerg, has enough technical and research expertise, to offer not only financial solutions to companies but solutions in any area in which their know-how may be required. They have an internal system of learning called SAP University, which offers '16 globalising curricula', that are now offered to schools around Germany. They have made contacts with XLRI, Jamshedpur and Manipal Institute, Karnataka as well.
The South Asia Institute at the University of Heidelerg deals with history, political science, classical and modern Indolegy as does the Department ofIndian Studies at the University of Bonn. To study in Germany, a student has to prove that he has a good command over the German languages, unless he is doing an international program, which is taught in English.
Now, with die new immigration law' corning into effect, it can be possible for foreign students to remain in Germany for up to one year (for the purpose of seeking employment) after successfully completing their studies. If" students are able to find a job during this period, their residence permit can be extended, and after a. five-year stay they will be eligible to apply for permanent residence.
The law provides for highly qualified persons to be granted permanent residence right after their studies. Regulations regarding student jobs are on the way to being made more flexible. As soon as this happens, a job at a university or research institution could well be taken up for the entire period of a student's study. And on the language front more and more courses are being formulated where the medium of instruction is English.
The country has also decided to award B.A. and M.A. degrees, comparable to their European counterparts, enabling students to have a greater degree of mobility in Europe. The system will be fully in place around 2008-10.
At the Technical University of Munich (TUM) practical training is part of the school system. The university offers 14 special research modules and its strength lies not only in the traditional courses like engineering but also in its programs in cell medicine, molecular medicine and bio-medical engineering.
TUM has exchange programs with several countries. With India it has a sandwich program with IIT; with France there is a double diploma program and on the anvil are similar modules with Italy and Spain. In Singapore, the German Institute of Science and Technology, which is an alliance between TUM and NUS, offers an M.Sc. in industrial chemistry and industry ecology, as well as an M.Sc. in industrial and financial mathematics' with specializations in financial mathematics and risk control, information and cryptography.
TUM's applied algorithmic math’s, program, offered by their Department of Mathematics, boasts of being one of the best on offer internationally. The course, which is designed for 15-25 Ph.D. students, claims an impressive student teacher ratio.
A popular option with international students is the Humboldt University, Berlin. EDUCATION LOAN
(UK & COMMONWEALTH)
Studying abroad is expensive and international students have the daunting task of coughing up large sums of money for their education. The following is a brief list of various bodies who can direct students towards possible grants and loans:
(i) Universities and Colleges Admissions Services - Students looking for detailed information on higher education courses, entry requirements and application procedures at British Universities, should contact the Universities and Colleges Admissions Services (UCAS), www.ucas.ac.uk, Rose Hill, New Barn Lane, Cheltenham, Gloucestershire. If somebody is interested in finding out more about international and UK qualifications log on to www.ucas.com.
(ii) British Council Scholarships and Fellowships - The British Council offers full awards for courses on advanced study or research at universities or research institutions in Britain. These awards normally include fees, maintenance and travel and are tenable for one academic year in most cases. All applications have to be made to the British Council representative locally. An address list of British Council offices can be accessed via www.britcoun.org or from Bridgewater House, 58 Whiteworth Street, Manchester Ml 6BB, England. Applications cannot be made from the UK to die British Council office. Closing date of applications is usually the end of October of the year immediately preceding die start of the course. You should start making enquiries at least a year before the commencement of the course.

(v) The Commonwealth Scholarship and Fellowship Plan for Postgraduate Study and Research: It was set up to enable highly promising students from Commonwealth countries to study at other Commonwealth country's universities, including the United Kingdom. (vi) The Overseas Research Student Awards Scheme: This scheme is a fee-support scheme for overseas postgraduate research students. The awards cover the difference between home and overseas postgraduate tuition fees and are given on the basis of candidate's academic merit and research potential. Applications must be made through recommendation of the proposed institution in the UK, on forms obtainable from the University Registrar. (vii) The ODA Shared Scholarship Scheme: The ODA Shared Scholarship Scheme is funded jointly by the Overseas Development Administration and participating UK universities for students from developing Commonwealth countries, on undergraduate and postgraduate courses taught in subjects relevant to the development of the student's country. Applicants must be under 35 and must speak fluent English. For further information on participating institutions, contact the British Council office.
EDUCATION IN USA
There are some 2,000 universities that award undergraduate and another 1,100 that award both undergraduate (Bachelor) and graduate (Master or Doctoral) degrees in the USA. The benefits of studying in US lie in smooth flowing system, strong student support services, flexible curriculum that allows) you to virtually design your own master's program, etc. You can even choose the date for test, if you have covered a portion of the syllabus during your graduation days in India.
How to Choose a University/ Dept:
Choosing the 'right' university/ program must involve consultation with your professors, surfing the Internet (like www.indianstudents.net), gathering information from all possible sources and a lot of research work regarding the course content and facilities available at a university or department.
The US academic session runs from August to September, the entry points are in the Fall (Aug/Sept.) or Spring (Jan/ Feb.) session.
The Selection Process:
In US, the institutes put more emphasis on work experience than the mainstream education. Therefore, experience of project work, developed computer skills and so on will give a person an edge over all those who have only good scores at GATE examinations (TOEFL, SAT, GRE or GMAT).
After you have chosen your institute^) and applied, there is a committee to take a decision regarding your admission. And mind you, the decision of the committee is final. The Procedure:

The admission office issues an F-l (helps in getting the student's visa) and simultaneously informs the International Student Service Office (ISSO), which will help you in securing a job or financial assistance, if one is available. The Career Planning and Placement Office will help you in drafting resumes and facing interviews as well as in arranging psychological counseling for a smooth cultural transition.
Costs:
To put it very simply, studying in US is a very costly affair. Even preadmission costs are steep. They can vary anything between US $20-100 per application. But don't get disheartened because as soon as your admission is confirmed ISSO swings into action. Further, there are some Indian banks, which extend loans to the desirous people. . Some of the banks are-r-State Bank of India, Punjab National. Bank (PNB), Bank of Baroda, Canara Bank, Andhra Bank and the Bank of India, IDBI and Dena Bank. The loan amount extended by these banks van' between Rs. 3-15 lakhs, depending upon the need and the repaying capabilities of the applicant.

EDUCATION IN RUSSIA
Recognized as a country with a world-class educational system at affordable prices, Russia has emerged as an alternative for many Indian students, not so affluent. If you want-to be a doctor, engineer or for that matter a pilot, you can consider Russia as an option. Russian degrees have global recognition and have topped WHO and UNESCO rankings. Out of the top 100 universities in world ranking, the Russian medical universities occupy about 30 positions. The WHO and UNESCO have rated the Moscow Medical Academy, the Russian State Medical University and the St. Petersburg State Medical University in second, third and tenth positions respectively in the world. Russia is also known for the various developments it has witnessed in the fields of aviation, aerospace, robotics, ship engineering, etc. Also, according to experts, the standard of higher education in Russian universities is considered to be one of the most advanced and sophisticated in the world, as every educational institution is well equipped and the teaching methodology is well regulated and streamlined. The student-teacher ratio is approximately 7:1. Russia, known for its courses in medicine, aerospace, aviation and engineering, offers courses with liberal admission criteria. The only thing, which is required, is Russian language, though many Russian institutions now offer courses in English language.
There is a preparatory course of one year for those opting for the Russian medium courses. In this course, apart from Russian language, basics of the course that a student has opted for are taught. Only those students who clear this course are considered eligible to carry forward with the main course. Besides, those opting for the English medium courses are also taught Russian language, so that they do not face any problem in their interaction with locals.
The country’s medical universities out of the top 100 in world ranking occupy the medical institutions in Russia given the demand for the profession amongst Indian students, 30 positions. In total there are 48 medical universities in Russia which are listed in the directory of medical schools of the World Health Organization, thus making the students eligible to appear for the screening test conducted by the National Board of Examinations on behalf of the MCI. After clearing the MCI screening test, a student can practice medicine in India.
Besides medicine, students explore opportunities in nuclear physics in Russia. Russia is offering great opportunities in basic sciences with state-of-the-art facilities. Tomsk Polytechnical University has got its own atomic reactor, which is unlike any of Indian universities.
The minimum eligibility criterion for admission into Russian Medical College is 10+2 with Physics, Chemistry, Biology and English as well as a minimum of 50 percent marks in aggregate. Students interested in seeking admission to Engineering Colleges should have a minimum of 40 percent marks in 10+2. The MBBS courses are available both in English and Russian medium. The duration of medical courses in English medium is six years and Russian medium is seven years.
Bachelor's course is for a period of four years in case of Engineering and five and half years in case of Master's degree. In the Engineering faculty, some of the branches of study are available in English, such as, mechanical, electrical, chemical and computer engineering. All other specialties are available in Russian medium only.
Admission into PG courses is available at very affordable fees. The criterion of admission is a bachelor's degree from a recognized university. The medium of instruction here is in English and Russian. In case of English medium, students undergo one-year preparatory faculty in Russian.
Depending upon the university, place of study and course, the fee structure ranges between 1500-2,500 dollars for Russian medium and 2,500-4,000 dollars for English medium per year. The fee includes tuition, hostel accommodation and study material. Each student additionally needs about $ 800-1,000 for food and personal expenses per year.
